In the original zoning plan for the new housing development
Baalderveld at Hardenberg, the starting point was a shopping
strip with upstairs flats, facing the southern part of the Floralaan
and the adjoining car park. In stead, Johan Fieten proposed to
concentrate the apartements on the north side, beside the
shops, in the shape of a tower block, so that the occupants
would overlook the elongated green zones with the beautiful
ponds. The proposal was received with enthusiasm by the
real estate developer and the town council.
